I have no idea, but if worse comes to worst, I can always send my daughter with some when she heads to grad school in September. 
Yes, but only on the basis of it was advertised on ebay - it still had to come from the US.
You could contact Lalvin in the UK but I'd guess that they'd have a minimum (like they do with yeasts - I believe it's 100 packs). So it might be something like 10 or 25 kg which would be a bit much for home brewing.
