Please note: I am a dark chocolate lover, so I came up with this because I could not find anything this dark commercially. The finished product is very much like eating a semi-bitter 78% chocolate bar.
Also note: If using 151% Everclear, you will want to water it down by at least 1/3 as the everclear and darkness of the cocoa wind up being a bit too much.

750 ml. Vodka
3/4 c. baking cocoa
sugar

You will want to transfer the vodka to a larger container (or drink a couple of shots), add cocoa and let set for 3 days (shaking once daily). Filter through coffee filters (it will take at least three filters to get the job done). Add sugar to taste - somewhere around 2-4 cups

I have to admit that I'd never heard of 151 proof Everclear before you mentioned it. After doing some digging I see that California is one of those "protect me from myself" states that have made the sale of the "hightest" Everclear, 190 proof spirits, illegal.

Sadly, we do the same exercise in stupidity here in Florida. :(
