While searching for information on small scale distillers, I came across a link to this -
http://thomas.loc.gov/cgi-bin/thomas - nothing has happend with this bill since it went to the ways and means commity in 2001, but thats a start.

That does seem to be the case. But, many changes in law come about only after years and years of bills to change the law have been set in motion.
