That Pic is from the movie Brainstorm, isn't it? I haven't seen it since '87 and don't remember this particular scene, the camera view seems to be through the eyes of the female character which leads me to believe that it has to be.

This is Christopher Walken as "The Continental" -- a recurring character from his many appearances on Saturday Night Live. He plays a seedy, generically-European "lover" who is always trying to woo a pretty lady, with hilarious results. It's actually based on a real show from, I think, the fifties, by the same name. That one was always shot from the lady's POV, and was pretty-much the exact same format as the Walken skits, except that, for some unfathomable reason, it was not done for laughs!
